Article 4 was rewritten, and the record became the only proof there is
Since 27 July 2026 Article 4 of the EU AI Act asks providers and deployers to take measures that support the development of AI literacy, and explicitly does not ask them to guarantee a specific individual level.

This is the change most people read backwards. Softening the wording did not make evidence less important, it made the record of what you did the only thing left to show. There is no prescribed test, no prescribed certificate and no prescribed number of hours, so what remains is what you can demonstrate you arranged, per role.
What changed
- Regulation (EU) 2026/1744 entered into force on 27 July 2026 and rewrote Article 4.
- Providers and deployers take measures that support the development of AI literacy. The regulation says explicitly that this does not require them to guarantee a specific individual level.
- The Commission publishes examples of compliance and the AI Board adopts recommendations based on existing competence frameworks. That institutional task sits on top of the organisational duty and does not replace it.
What it means for your people
- Do not read this as the obligation being gone. It applies, it has applied since 2 February 2025, and the measures part did not disappear.
- A duty to take measures is demonstrated with a record of measures per role, which means the registration is the evidence rather than a score.
- There is no prescribed course format, minimum number of hours, knowledge test, certificate or AI officer. That freedom is useful, and it is also why two organisations doing the same thing can end up with very different records.
What we changed in the platform
- Anchored the rewritten Article 4 to 23 competencies, including every sector competency, because this obligation runs through the whole catalogue rather than one corner of it.
- Reviewed the 236 modules those competencies serve so that no module still promises a guaranteed individual outcome.
- Added a gate to the build that fails when public copy phrases Article 4 as an outcome duty, so the wording cannot quietly drift back.

- Is AI literacy still mandatory after the rewrite?
- The duty to take measures still stands and has applied since 2 February 2025. What changed is the expectation of a guaranteed result per individual, which is no longer part of the wording.
- Does a certificate prove compliance with Article 4?
- Article 4 prescribes no certificate and no test. A certificate can be part of a record, but the record itself is what shows which measures you took for which roles, and when.
