EU AI Act training in Moodle
Open-source LMS, widely used in education and by public bodies, with both mechanisms available out of the box.

External tool activity, LTI 1.3 with automatic account linking and grade sync
source (2026-08-24)Our recommendation
Both work, so pick LTI 1.3 unless your learners need to work offline. It is the mechanism we tested end to end against a real Moodle instance, including teacher selection, automatic learner provisioning, roster sync and scores returning to the course.
What each route keeps alive
SCORM package
A package is dispatched into your LMS. Your LMS plays it and records completion, score and time, exactly the fields the SCORM data model defines.
Gives you
People learn inside the system they already log into, with no new account.
Cannot do
SCORM records that someone finished, not which obligations that covered for which role.
LTI 1.3 connection
Your LMS launches the content live rather than hosting a copy. Accounts are provisioned on launch, the roster syncs, and scores flow back to the gradebook.
Gives you
People still start from your LMS, so nothing changes for them.
Cannot do
It needs a one-time configuration by your LMS administrator.
Direct in LearnWize
People work in LearnWize itself, through an invitation, single sign-on or a one-time secure link for those who sit in no system at all.
Gives you
The full picture in one place: which systems you use, which roles work with them and what each person still needs.
Cannot do
It is a second environment next to your LMS, which is a real consideration for L&D.
Where the evidence ends up
Whichever route you pick, your LMS records that a person finished something. What it does not record is which obligations that covered for which role, or whether the content still matches the law. That second half is the part LearnWize keeps, and we publish every legal change together with the modules it sent back for review.
See the evidence logQuestions your LMS administrator will ask
- How much work is it to put this into Moodle?
- A SCORM package is upload and publish. An LTI 1.3 connection is a one-time configuration by your administrator: exchange keys, register the tool and pick the place in the course. After that nothing changes for learners, because they still start from your own environment.
- Can we cap the number of participants and the duration?
- Yes. Every rollout carries its own duration and its own seat cap. When the cap is reached the next person is refused rather than silently added, and central updates still reach everyone already inside.
- What happens to the content when the law changes?
- With a live connection people see the revised version as soon as it is ready. With a package the copy stays as it was, so agree up front how you will be told a module was revised. We publish that publicly anyway, per legal change and with the affected modules listed.

The 5-minute scan maps your AI use to the roles around it. The result says which route fits, and which people need evidence first.
